Robert E. Murphy

Mr. Murphy has been a public agency, development and finance attorney since 1967. Previously the firm's managing shareholder and practice group manager of the firm's public agency practice group, Mr. Murphy now serves as an attorney of-counsel. His more than 40 years of experience includes representation of public agencies and private parties on all matters of municipal law, governance, finance, land use entitlements, development and redevelopment. He counsels his clients and assists them to understand and comply with complex regulatory requirements, and assists them to negotiate and implement various multiparty agreements.

Legal Experience

Mr. Murphy has primarily focused his practice in serving as general, special and bond counsel to numerous cities, counties, school districts, joint power authorities, redevelopment agencies and private clients. He currently represents the City of West Sacramento, the Sacramento Yolo Port District, Capital Area Development Authority (CADA), University Enterprises Inc, at California State University Sacramento, and the Downtown Sacramento Revitalization Corporation.

With many years of experience in representing clients in governance issues as a city attorney and a general counsel, he is involved in all areas of municipal and private regulation and project development, including:

  • Conceptual planning
  • Design and completion of construction contracts
  • Acquisition of utilities
  • Development of water programs
  • Attainment and disposition of real property and businesses
  • Housing obligations and relocation
  • Regulatory, exclusive negotiation, owner participation, development and disposition agreements

On behalf of public agencies, Mr. Murphy advises on matters involving open meetings, public records, conflicts, water rights redevelopment and development agreements and approvals. He represents private clients in negotiating, drafting and interpreting various types of business arrangements.

  • Hazardous waste evaluation of properties

Practice Examples

  • Mr. Murphy has played a key role in the development and financing of a baseball stadium (Raley Field), negotiations regarding downtown in-fill development and Indian gaming rights. As a skilled negotiator, Mr. Murphy successfully directs substantial property and financing transactions.
  • As a member of both the National and California Association of Bond Lawyers, Mr. Murphy has counseled several entities on bond issues, including:
