Henry S. Barbosa

Mr. Barbosa is one of the most experienced city attorneys in California, having served as City Attorney to five cities over a period of 40 years. In his capacity as a Director and as an Assistant General Counsel for the Metropolitan Water District, he had oversight involving the development and construction of the Diamond Valley Reservoir, a $3 Billion project with an almost one million acre- foot capacity, off-stream storage facility and attendant inland feeder. He also served as President and Director of the Three Valleys Municipal Water District. Mr. Barbosa's vast experience enables him to simplify the complex business of water in California without being simplistic. 

Legal Experience

Mr. Barbosa has enjoyed a distinguished legal career beginning as a Deputy District Attorney for Los Angeles County and continues today in private practice. He has advised public agencies, primarily municipalities, but also counties and special districts, in the capacity of City Attorney and Special Counsel, in all aspects of land use regulation, environmental compliance (including hazmat), public works, water resources, civil rights, election law and political campaigns, eminent domain, as well as inverse condemnation.

Mr. Barbosa has served as city attorney and general counsel for Monrovia, Montebello, Lynwood, Azusa and Bell Gardens, and has represented a wide array of cities and public agencies, including the County of Los Angeles, the City of Los Angeles, the Los Angeles Unified School District and the Metropolitan Transportation Authority. He provides legal services in a broad range of areas, including public contracting, the Brown Act, Public Records Act laws, election law, conflicts of interest, land use, CEQA, NEPA, code enforcement, drafting and negotiating agreements, and drafting ordinances and resolutions. He has been lead counsel in a number of published appellate opinions involving real property easements, constitutional rights, election law, and pension benefits for public employees.

Professional Activities & Affiliations

Mr. Barbosa is an active member of several legal community organizations, including the Los Angeles County Bar Association, the International Municipal Lawyers Association and the American Bar Association. He served on the Judiciary Committee of the Los Angeles County Bar Association which reviews complaints made against judicial officers. Additionally, he has served on the State Bar's Legal Trust Fund Commission and was previously appointed by then Assembly Speaker Willie Brown to the Solid Waste Advisory Committee.
