AB 281, which takes effect on July 1, 2014, imposes new restrictions on public employers’ ability to obtain information regarding an applicant’s criminal conviction history. In enacting these new restrictions, the Legislature found ‘that reducing employment barriers for prior offenders is a matter of statewide concern’ and that the reduction of such barriers ‘will reduce recidivism and improve economic stability in our communities.’ Join us as we discuss the restrictions imposed by this legislation, along with other recently enacted limitations on background checks during the hiring process, that create new challenges for public employers.
