James L Meeder, Allen Matkins
Reed Sato, California Department of Toxic Substance Control
Alborz Wozniak, Veritas Environmental Consulting, Inc.

Presentation Overview:

Many groundwater contaminated sites in California cannot achieve cleanup goals such as water quality objectives because they are impacted with recalcitrant toxic chemicals, or they are mired in litigation involving recalcitrant responsible parties causing cleanup delays for years, possibly decades. This panel will explore what the remediation industry has learned about the behavior of these chemicals and ways to manage them, and will also explore the regulatory and legal aspects of developing decision-making frameworks to achieve site closure and final agreements at contaminated sites. Case studies will be used to illustrate the varying magnitude and nature of groundwater contamination.
